This is the Traxxas Unlimited Desert Racer ESC Battery Jumper. This allows a Traxxas dual-battery 25.2V ESC to run on a single 14.8V battery pack. Just plug the jumper into the second and unused ESC connector, and the ESC will operate on a single battery.
